Schwarzenegger signs landmark global warming bill
"We will create a whole new industry that will pump up our economy."
(Of course, I'd be all over that statement if it wasn't such happy news! Especially in contrast to this - argh!)

I don't know that it's huge news, California's had some stringent emissions requirements for a while. Manitoba being mentioned but not as another leader in this... bad.
